Adobe Photoshop and ImageReady.

Taking one of those circles, cutting it up into an inner and outer ring. Then duplicating them 36 times for the outer ring, 72 times for the inner ring.

Rotating each individual layer in a progression 10 degrees for the outer ring, and each of the inner rings progressively 5 degrees the other direction.

Then going into image ready and showing/hiding each layer per frame.

Took me over all 2 hours. >.<" I really need to learn a gif animator program.
